Mr. Wiggins has built a distinguished career marked by significant achievements in the military and civilian sectors. His journey began with an appointment to the United States Military Academy at West Point, where he earned a Bachelor of Science in aerospace, aeronautical and astronautical engineering. During his time at West Point, he also played Division I Army soccer, demonstrating his commitment to excellence in academics and athletics. Following his graduation, Mr. Wiggins served 21 years in the United States Army as a communications electronics officer, retiring as a lieutenant colonel. His most notable military achievement was the initiation of the Trojan Spirit program, which continues to serve its mission to this day.
After his military service, Mr. Wiggins transitioned to the private sector, where he amassed an additional 38 years of experience working with prominent defense contractors, including Loral Corporation, Hazeltine Corporation (later acquired by BAE Systems) and Northrop Grumman. At Northrop Grumman, he excelled in various roles, ultimately becoming the director of space business development. Under his leadership, the business's annual revenue increased from $460 million to $926 million over seven years. His strategic acumen led to a quadrupling of the company's Space Business Unit to $1.878 billion within nine years—a feat unmatched by any other director at Northrop Grumman.
Mr. Wiggins's expertise in new business development and capture strategy is further evidenced by his role as an independent consultant, where he assisted L3Harris with a $1.2 billion program and secured an $826 million contract for the National Security Information Network in 2022 for Huntington Ingalls Industries. He briefly rejoined BAE Systems before taking on his current position as director of capture at Science Applications International Corporation (SAIC). In this role, he is focused on securing a $900 million contract aimed at developing new enterprise IT capabilities for the intelligence community.
Mr. Wiggins's educational background has played a crucial role in his success. He holds a Master of Science in electrical engineering from Fairleigh Dickinson University and has completed several certifications that have refined his strategic skills. These include a capture strategy development diploma and a strategy development executive program from The University of Chicago Booth School of Business, as well as a master of competitive intelligence certified intelligence professional designation from the Academy of Competitive Intelligence.
Beyond his professional accomplishments, Mr. Wiggins has been actively involved in civic organizations, serving on the board of directors for the National Electronics Museum for six years prior and a third three-year term currently. This involvement reflects his commitment to contributing to the broader community and supporting educational initiatives related to electronics and technology.
In his personal life, Mr. Wiggins is driven by a desire to provide for his family and build a living trust for his children and grandchildren in the loss of his wife Tricia, the love of his life to Acute Lymphocytic Leukemia (ALL). He plans to relocate from Maryland to Florida to be closer to three of his four children and focus on being a full-time parent and grandparent. His dedication to family is rooted in values instilled by his parents, who taught him responsibility and the importance of hard work from a young age.
