Drawing on more than 23 years of experience in civil aviation security, Ms. Silcox serves as the Transportation Security Administration (TSA) representative to West Africa. Stationed at the United States Embassy in Dakar, Senegal, she is responsible for overseeing transportation security matters related to Homeland Security across thirteen countries in the West Africa region. Her role involves acting as the incident response official during transportation-related terrorist incidents, collaborating with TSA's compliance offices to coordinate airport and air carrier assessments at foreign airports with direct flights to the United States, facilitating air marshal missions throughout West Africa, obtaining funding for and facilitating multi-million-dollar foreign assistance projects, and partnering with foreign governments and multilateral organizations to improve the global aviation security network in a direct effort to protect the homeland. Her ability to establish a rapport with individuals from various backgrounds allows her to effectively engage with host governments, securing necessary approvals for transportation-specific counter-terrorism mitigation in the region.

Prior to reaching her current position with the TSA, Ms. Silcox served as a TSA preclearance aviation security advisor to the Government of Ireland in 2022. Her responsibilities included ensuring that security measures met United States standards at preclearance locations and maintaining relationships with stakeholders to support their operations in Ireland. From 2012 to 2022, she managed the International Capacity Development Operations Office at TSA HQ in Northern Virginia, where she led efforts to enhance airport security technologies and training initiatives globally through collaboration with U.S. Government partners and multilateral organizations like the United Nations International Civil Aviation Organization, the Organization of American States, the European Civil Aviation Conference, the African Civil Aviation Commission, the Arab Civil Aviation Commission, the Latin American Civil Aviation Commission and the Eurasian Civil Aviation Conference.

Ms. Silcox began her career at the TSA in 2002 as a transportation security officer, conducting airport screening in Indianapolis, Indiana. She quickly advanced through various roles, including lead transportation security officer, assistant training instructor from 2003 to 2005, supervisory transportation security officer and security training instructor from 2005 to 2007, and training specialist for the airports in the State of Indiana from 2007 to 2010. Her dedication and skill laid the foundation for her subsequent roles as a program analyst and international instructor within the International Capacity Development Operations branch of TSA's Office of Global Strategies from 2010 to 2012.

Academically, Ms. Silcox earned a master's degree in homeland security with a focus on terrorism studies from American Military University in 2011 and a bachelor's degree in world history, American history and secondary education from Graceland University in 2001. Recognized as an exemplary student by both institutions, she was a member of the Golden Key International Honor Society and the Delta Epsilon Tau International Honor Society at American Military University and received the Greatest Contribution in the Area of History Award from Graceland University in 2000. Before starting her tenure at TSA, she imparted her knowledge as a junior and senior high school teacher and basketball and track coach.

Ms. Silcox's commitment extends beyond her professional duties; she is actively involved in civic efforts such as supporting local soccer leagues, women's shelters, prisons, and orphanages in Dakar. Her work with foundations that assist pregnant women by donating gently used clothing exemplifies her dedication to community service. Her ambition and positive attitude have been pivotal in overcoming challenges within government environments often dominated by traditional norms.

Throughout her career, Ms. Silcox's accomplishments and expertise have been recognized with numerous accolades and public speaking requests. At the Indiana Federal Employee Education and Assistance (FEEA) Annual Awards Ceremony in 2009, she received the Federal Employee of the Year Award and the FEEA Leadership Award. She was later acknowledged by TSA with the Global Aviation Security Individual Award in 2014, as well as the Global Aviation Security Team Award in 2016. She has been asked to speak at numerous events around the world, including the 2018 International Civil Aviation Organization (ICAO) Global Aviation Security Symposium in Montreal, Canada, the 2023 Airports Council International (ACI) Conference in Dakar, Senegal, and the 50-Year Anniversary of the Yamoussoukro Decision in Brazzaville, Congo, in 2025.

In her personal life, Ms. Silcox enjoys reading, traveling, finding peace in nature, enjoying time with family and loved ones, and experiencing new foods and cultures.
