A distinguished leader in the military sector, Mr. Bates has been serving as a financial management analyst with the 404th Army Field Support Brigade since 2020. In this capacity, he is responsible for overseeing complex budgetary operations and ensuring fiscal accountability within the organization. His expertise in financial management has contributed to the brigade's operational efficiency and resource allocation.
Beginning in 2010 to 2014, Mr. Bates worked as a Budget Analyst and Equal Employment Opportunity Collateral Duty Counselor for the United States Army Cadet Command at Fort Knox. He provided critical support in budget formulation and execution, while also advocating for fair employment practices within the command. During the preceding eight years after retirement from active service, Mr. Bates contributed his skills in artillery repair with the Tactical Maintenance Service Activity.
From 2014 to 2020, Mr. Bates held those same roles of Resource manager, Budget Analyst and Equal Employment Opportunity Collateral Duty Counselor with the United States Army Marketing Engagement Brigade and the Fort Knox Equal Employment Opportunity Office in Kentucky. In these concurrent positions, his dual responsibilities allowed him to impact both fiscal stewardship and organizational culture.
Mr. Bates's distinguished military career began in 1979 when he joined the National Guard before transitioning to active duty as an armor crewman and Master Gunner with the U.S. Army. Over two decades of service from 1979 to 2002, he was stationed at various locations, including Fort Polk, FRG Budingen, Fort Irwin National Training Center, Fort Knox and Camp Casey, Korea.
Throughout his military tenure, Mr. Bates demonstrated exceptional leadership as a Master Gunner Instructor while stationed at t Knox , and as a Scoutmaster for 14 years while on active duty. He is particularly proud of his mentorship of 12 teenagers earning the rank of Eagle Scout through Scouting America and considers this among his most meaningful achievements.
Mr. Bates's academic background includes a Bachelor of Arts in Business Administration and Health Care Management with a minor in Human Resources from Saint Leo University, completed in 2007. He also earned an Associate of Applied Science in Criminal Justice with a focus on Law Enforcement Administration from Wallace Community College in 1981. His accomplishments were recognized by inclusion in Who's Who in American Junior Colleges in 1980.
Overall, Mr. Bates attributes his professional success to his determination, refusal to accept defeat, willingness to challenge established norms when necessary and belief in a higher power. He was born in New Orleans but was adopted by his parents, who resided in Mobile, Alabama. He grew up alongside one adopted sister and one adopted brother, forming strong family bonds that would influence his values and commitment to service throughout his life.
Mr. Bates's civic involvement extends beyond his professional duties. As an Adult Leader; he remains active with local Scouting Organizations and continues to help guide young people through community programs. He also serves as District Quartermaster and Department Inspector for the Department of Louisiana within the Veterans of Foreign Wars organization, where he works to uphold standards of service for veterans across the state.
In his personal life, Mr. Bates enjoys tending to his eight-acre property and assisting with local Scout Troops. He is the father of two sons and one daughter. After 38 years married to his first wife, she passed in 2018. He remarried in 2020 to continue the next chapter of his life, to Ms. Lori DeSouza. Looking ahead, Mr. Bates hopes to make a significant difference in how veterans are cared for through his ongoing work with the Veterans of Foreign Wars Department of Louisiana.
