His successful completion of the project eliminated the need for the full contract budget and earned him a letter of recognition, significantly enhancing his professional profile within the organization.
Prior to joining Central Arizona Project, Mr. Foresee served as an electronic laboratory technician at Yavapai College in Arizona from 2024 to 2025 after one year as a radio frequency engineer at Structured Communications in Everett, Washington. His earlier experience includes serving as a radio technician-journeyman at Day Wireless Systems from 2022 to 2023 and as a senior radio tower technician at StarTouch Inc. from 2021 to 2022.
Mr. Foresee's professional journey began with military service as a satellite communications operator in the U.S. Marine Corps from 2016 to 2020. During his tenure, he achieved instructor qualification in water survival—a demanding course involving rigorous swimming exercises and combat scenarios—preparing him to serve as both a lifeguard and instructor under challenging conditions. His military service provided foundational experience as a satellite communications operator during his deployments to the Philippines, Okinawa, and Camp Pendleton. Mr. Foresee then later became the leader of his own communications platoon, overseeing the daily training, education, and physical fitness of approximately 25 other Marines.
Academically, Mr. Foresee is pursuing a bachelor's degree in electrical engineering at Arizona State University. He previously earned an Associate of Science in pre-engineering from Yavapai College in Prescott, Arizona, in 2025. Furthering his expertise, he is a member of the International Association of Broadcast Engineers and Cisco Systems Inc. He has also earned numerous certifications, including Omnicast Security System Administrator from Genetec Inc. and Certified Wireless Analysis Professional from Certified Wireless Network Professionals, among other OSHA and Radiotelephone Operator licenses.
Reflecting on his career, Mr. Foresee attributes his success to several influential factors throughout his life. His uncle Mike—a retired brigadier general in the U.S. Marine Corps and the first person of Hispanic descent to reach that rank—served as a significant inspiration and role model. The discipline instilled by the United States Marine Corps fostered a strong work ethic that propelled Mr. Foresee's drive for advancement and perseverance through challenges. Additionally, unwavering support from his wife has been instrumental during difficult periods related to career transitions, financial pressures and parenting responsibilities.
Beyond his professional pursuits, Mr. Foresee is actively involved with civic-minded organizations, including Veterans of Foreign Wars. He also serves as the head boys' soccer coach for the American Youth Soccer Organization.
Mr. Foresee's accomplishments have been recognized with numerous awards, such as a Commendation Medal from the U.S. Navy and the United States Marine Corps, letters of commendation from both the mayor of Seattle and Snohomish County and a letter of recognition chosen by his peers during another rigorous training school Mr. Foresee attended while serving in the U.S. Marine Corps. He also received a letter of appreciation from the commanding officer of Bravo Company at Marine Forces Special Operations Command.
In his personal life, Mr. Foresee enjoys spending time with his wife, Kaiya, and their six children. A musician since high school who initially received musical scholarships before enlisting in the U.S. Marine Corps, he remains dedicated to music—playing bassoon, saxophone and trombone—and involves his children by fostering regular practice sessions at home. His oldest son plays piano, his daughter plays trumpet and another son plays guitar—reflecting Mr. Foresee's belief that music is both a personal passion and an essential educational tool for his family. In addition to music, he enjoys getting tattoos, traveling with family and dining at new restaurants.
Looking ahead, Mr. Foresee intends to earn a doctorate in optical engineering while aspiring to become a supervisor of operational technology at Central Arizona Project.
